Frank Horrigan is an Enclave agent and final boss in Fallout 2. In DRAW Your Own Story 10.5 he is a Space Nazi field marshal and a particular favourite of Manfred Hickten. Little is known about him, past or present, although he has been identified as the mastermind behind the invasion into Europe to weaken Coruscant's allies while the Enclave struck the Republic itself. His legal name is Frank Horrigan, although on all known Space Nazi records he is referred to as Frank von Horrigan.

Background

Horrigan was originally a Combine foot soldier. He was the test subject for a joint project by the Combine Bloc to create super-soldiers using the Forced Evolutionary Virus. Horrigan was submerged in a vat of the FEV and underwent rapid mutation to become larger, stronger, and allegedly, smarter. He was further augmented with cybernetic implants courtesy of the Combine, and then assigned to Hickten to plan the Space Nazis' major military campaigns.[1] Hickten initially concealed Horrigan's origins from his own staff until he felt the time was "right", leading to speculation from both sides that he was either a Wolfenstein-type secret project or an alien. Horrigan's imposing physique and rough attitude have led even Space Nazi officials to give him a wide berth.[2]

Despite his dubious success in planning the initial invasion, Horrigan's subsequent contributions to the war effort were by and large ineffective. He was criticized for commanding the Western forces from Berlin, rather than leading from the front, and to that end failing to exploit his own superhuman abilities in combat. His competence came under such heavy question that even Hickten has begun to lose patience with him.[3]
