Randy Johnson is the deputy director of the Central Intelligence Agency during DRAW Your Own Story 10.5, emerging as an antagonist amid the Third Nazi War. He vehemently despises Mr. Toyoda over what he deems subversive political activity, and is committed to purging his security company from Coruscanti territory.[1] Concurrently, he conspires to eliminate CivGeneral and his inner circle and take control of the Chancellery to return the nation to its isolationist roots.[2] His heavy-handedness quickly exposes the Agency, and following public condemnation of the shadow war[3] Johnson and a loyal cadre mutiny, becoming a rogue element.[4]

Overview

Johnson is suggested to be affiliated with reactionary extremists from the early history of the Coruscanti Settlers.[5] He is particularly incensed by foreign influence on the Republic, allying with like-minded senators to advance the Mercenaries Act, primarily intended to thwart Toyoda's activities.[6]

In a secret meeting with fellow unnamed agents in November of 2010, he outlines his anxieties over the Hokkaidō Question and opposition to Coruscant's foreign policy, claiming the Triple Entente was a mistake and desiring a return to isolation. He criticizes CivGeneral for his leniency in dealing with Toyoda, and derides Motoko Kusanagi as little more than the surface marshal's government puppet. Johnson orders unauthorized surveillance of CG, Kusanagi, and Marsha Conrad, intending to arrest them after the Third Nazi War concludes,[1] while deploying the Agency to eliminate Toyoda by force.[7] While he recognizes his plan is illegal, he maintains he is acting "for the Republic's own good", and holds no reservations on killing CivGeneral and Kusanagi to achieve his goal.

Johnson attempts to forcibly recruit Ayane early in the operation.[8] The move backfires spectacularly: after escaping custody, she informs the police, prompting the FBI to intensify scrutiny of the CIA's operations[2] and Kusanagi to publicly rebuke the Agency in her inaugural address as Chancellor.[3] Following confirmation that Johnson had killed Director Herbert Otis,[9] he was declared a rogue agent and a warrant issued for his arrest,[4] by which time he had fled headquarters.[10]
